AGSC and NWRA Consolidation Takes Effect
The Auto Glass Safety Council™ (AGSC) and the National Windshield Repair Association (NWRA) have consolidated into one organization, effective January 1, 2019. Though technically not a merger, NWRA has dissolved its association membership. Its standards and work products are being welcomed into the newly formed division of the AGSC; this division will be known as the National Windshield Repair Division (NWRD).

Welcome These Master Auto Glass Technicians
Several auto glass technicians passed the Auto Glass Safety Council™’s (AGSC) Master Auto Glass Technician certification exam during the month of December. The exam is an online test consisting of 70 multiple choice questions. Those who apply to become Master Auto Glass Technicians must have experience and knowledge in: OSHA-required employee safety regulations; conducting all installations according to the current ANSI/AGSC/AGRSS™ Standard.

The Colorado House of Representatives is considering a bill that would "require motor vehicles registered outside Colorado but operated in Colorado to transmit at least 20 percent of light through windows other than the windshield."

Florida Bill Aims to Impact Auto Glass Industry
A Florida bill is under review that aims to "prohibit motor vehicle repair shops and employees from offering anything of value to customers in exchange for making insurance claims for motor vehicle glass replacement and repair, including offers made through certain persons."

Hawaii Legislature Considers Change to Window Film Light Transmittance Laws
The Hawaii Senate is considering a bill that aims to "repeal [the] provision requiring light transmittance of no less than 35 percent on side and rear windows of certain vehicles using sunscreening devices and glazing material." It also "expands exemption from regulation of sunscreening side windows and rear windows of certain motor vehicles, including passenger vehicles, provided that the vehicles are equipped with rearview mirrors."

A bill is under review in the Iowa legislature that "relat[es] to motor vehicles, including special registration plates and the minimum standard of transparency for window tint, providing fees, providing penalties, and making penalties applicable."

Mississippi Bill Aims to Impact What Insurers Pay for Auto Repairs
A bill is under review in the Mississippi legislature that aims "to provide the most an insurer will be required to pay for the repair of a motor vehicle is the prevailing market rate that the vehicle could be repaired for in accordance with the manufacturer's suggested repair standards; and for related purposes."

Mississippi Bill Could Require Insurance Sticker on Windshields
The Mississippi House of Representatives is reviewing a bill that aims "to require an insurance sticker be maintained on motor vehicles on the lower, driver's side of the front windshield of the motor vehicle to indicate proof of financial responsibility; to require insurance companies to issue the sticker; to provide the same provisions and penalties for failure to maintain as provided for insurance cards; and for related purposes."

New Mexico Service Contract Bill Introduced
A New Mexico representative recently introduced a bill to the state’s House that relates to service contracts, and aims to "amend the service contract regulation act; amend the procedure for cancellation; [and] provide for automatic renewal of service contracts." According to the bill, service contracts can apply to several services, including "the repair of chips or cracks in motor vehicle windshields or the replacement of motor vehicle windshields as a result of damage caused by road hazards."

New York Considers Bill to Purchase Window Tint Meters for Police
The New York Assembly currently is considering a bill that "provides for window tinting standards on rear side windows of all motor vehicles in New York State and appropriates $50,000 therefore for the general purpose of enabling the superintendent of state police to purchase window tint meters necessary to carry out the provisions of this act."
